Owen is a Principal Consultant at CEP. Over the last ten years Owen has worked on a number of projects relating to climate change adaptation, spatial planning, strategy and policy development and assessment. He has contributed to a number of projects relating Strategic Environmental Assessment and Sustainability Appraisal of both spatial and other sector specific plans and strategies. Drawing on his environmental economics background, he has provided socio-economic expert input to several regulatory impact assessments of proposed changes to UK and EU legislation. He has recently been managing several projects for the European Environment Agency (EEA), including on the use of long-term perspective in public policy making with particular reference to environmental planning and providing support to the EEA in developing the SEIS-Forward system, and a project for the European Commission on assessing and improving the science-policy interface. He is also an experience trainer, having contributed to the design and delivery of several professional training courses at imperial College London and elsewhere on climate change adaptation and SEA practice, for example.
