Rolands expanded his experience within the area of European policies through an internship in the European Commission's DG Regional Policy where he worked on monitoring and managing activities of geographical directorates and monitoring data on European Regional Development Fund and Cohesion Fund 2000-2006 and 2007-2013 programming periods. Rolands has also worked for Stockholm Resilience Centre where he looked at different types of regime shifts that have large impacts on ecosystem services. He also worked for the Latvian Environmental Protection Fund Administration where his main focus was on supervising and monitoring the project realization process.
Rolands obtained an MSc in Ecosystems, Governance and Globalisation from Stockholm University. His research looked at the options of how to build resilience in social-ecological systems to climate-driven changes.
