Owen is a Technical Director at CEP, with more than fifteen years' experience in: environmental and sustainability policy, research and impact assessment; policy and project evaluation; participatory methodology development, including related to global trends and the detection and assessment of emerging issues and risks. He is an experienced project manager, leading project teams working on large and small-scale projects for diverse clients such as the European Commission, European Environment Agency (EEA), UK Department for the Environment Food and Rural Affairs (Defra) and the Swiss Federal Office for the Environment.

Owen has developed specific experience in knowledge brokerage and exchange, and in the mechanisms and practices associated with an effective science-policy interface, including institutional settings and the use of foresight and forward-looking information. He has lead or contributed to several policy, programme and project evaluations, and drawing on his environmental economics background, provided socio-economic expert input to regulatory impact assessments of UK and EU legislation.

Owen also has significant expertise in stakeholder engagement and event design and facilitation, including workshops and focus groups. He is a skilled communicator and used to working as part of interdisciplinary project teams and liaising with experts and stakeholders from different national and institutional backgrounds.

When not cycling or out walking his dog, Owen leads on European issues for CEP and heads-up our Bristol office.
