CEP delivering online sense-making workshops as part of the fourth annual cycle of the EU Foresight System to Detect Emerging Environmental Issues 

CEP is continuing in our role of providing the secretariat for the EU Commission’s Foresight System for the detection of emerging environmental issues (FORENV).  Now in its fourth annual cycle, FORENV is focussing on identifying and characterising emerging environmental issues due to EU and global demographic changes. 

This topic will explore what projected European and global demographic changes, such as ageing and population dynamics within and between territories, might mean for the development of key sectors (such as mobility, agriculture and food, energy) and what the implications of these developments may be for the environment. 

To deliver FORENV, CEP is working with colleagues from Milieu (Belgium), Cranfield University (UK), the German Federal Environment Agency and Vision Communication (Spain).  The work to deliver each annual cycle includes: 

• A broad scanning to compile and characterise weak signals of emerging issues for Europe’s environment. 

• The organisation and facilitation of four participatory online sense-making workshops, to identify and select ten priority emerging environmental issues related to the topic (i.e. demography). 

• The characterisation of the ten priority emerging issues to define related risks and opportunities for the environment, through an evidence review and expert discussions.  

• Preparation of a final report including infographic presentation of each emerging issue. A short video is also prepared for each cycle.

Preparation for this cycle’s workshops is currently underway and these will be held online on 5th and 7th April 2022.  In total around 60 experts from the Commission, academia and NGOs will participate.  Across the workshops approximately 110 ‘weak signals’ of change related to the topic will discussed, clustered and prioritised.  CEP are leading the organisation of the workshops and will moderate them with support from our partners Cranfield University, Milieu Ltd and representatives of the European Commission.

In our role of providing the secretariat for the EU Commission’s new EU Foresight System for the detection of emerging environmental issues (FORENV), CEP will be moderating four sense-making workshops.  The workshops will be held between the 29th January and 5th February 2020 in Copenhagen (Denmark), Ispra (Italy), and in Brussels (Belgium), and will bring together approximately 40 experts from the Commission, EU Member States, research institutions and the third sector.

The workshops are being organised as part of the second annual cycle of FORENV, which is running from September 2019 – September 2020, and is focusing on the topic ‘Emerging innovations in the Green economy of the future’.  Across the workshops almost 200 ‘weak signals’ of change related to this topic will be discussed, clustered and prioritised.  Each session will be run in a participatory way to engage and draw on the knowledge of participants.  CEP have led the organisation of the workshops and will be moderating them with support from our partners Cranfield University, Milieu Ltd and representatives of the European Commission.

Drawing on the workshop outcomes, up to 10 priority emerging issues will be proposed for further consideration in the next steps of the FORENV system.

CEP to deliver a new EEA project on the environment and quality of life in Europe

CEP has been awarded a new project to assist the EEA in developing a report on the environment and quality of life in Europe

This new project have been awarded under the CEP-led framework service contract for the European Environment Agency (EEA) which provides assistance to the consolidation and update of the knowledge base on global megatrends and resource nexus in support of SOER 2020.  CEP’s contribution to the report will focus on environmental health across Europe, environmental risks to health and the environmental benefits to health and well-being.  CEP will be assisted by Ben Cave Associates.

The project will support the publication of an EEA report planned for 2019 on the linkages between the environment and quality of life in our member countries. The report will explore how quality of life in Europe is influenced due to the impact that environmental quality has on health and well-being. It will also review evidence of how social vulnerability can result in increased exposure and sensitivity to pollution and reduced resilience to environmental risks. The scope includes both environmental risks to health and access to the benefits that a high quality environment provides to health and well-being.

CEP to run EU foresight system on emerging environmental issues

CEP to provide the secretariat for new EU foresight system to detect emerging environmental issues (FORENV)

CEP has been commissioned by the European Commission DG Environment to run a new EU foresight system to detect emerging environmental issues. Named FORENV, the project aims to ‘improve the understanding of policy-makers of emerging environmental issues by supporting yearly cycles of the system set up by the Environment Knowledge Community (EKC) for the identification of emerging environmental issues and related risks and opportunities (FORENV)’.

CEP will be working, initially over the course of the next 12 months, with colleagues from Milieu (Belgium), Cranfield University (UK), the German Federal Environment Agency and Vision Communication (Spain) to:

• Conduct a broad scanning to compile and characterise at least 100 weak signals of emerging issues for Europe’s environment.

• Through a participatory sense-making exercise, identify ten emerging environmental issues, including related risks and opportunities on the basis of a broad range of sources and expertise.

• Characterise the identified emerging issues and define related risks and opportunities for the environment, through recent scientific literature and expert involvement.

• Inform policy-makers, stakeholders and the public on the identified emerging issues through appropriate reporting and communications.

The project follows on from an earlier project undertaken by CEP and Milieu to develop a participatory methodological framework for the systematic identification of emerging issues for the environment (and environmental policies). This project will put that methodology into practice.  Subject to the first year the contract will be renewable for up to a further three times (to 48 months) to continue the detection of new emerging issues that could impact the environment and environmental policies, in order to allow the European Commission to put in place appropriate responses where necessary.

CEP running a workshop on identifying emerging environmental risks

CEP running a workshop on a proposed system for identifying emerging environmental risks

As part of our work to develop a methodological framework for the systematic identification of emerging risks to the environment for the European Commission’s DG Environment, CEP together with our consortium partner Milieu Ltd are organising and facilitating a one-day workshop to explore a proposed Framework for Identifying Emerging Environmental Risks. The event will take place in Brussels on Thursday 4th May 2017, and will bring together experts from across the European Commission as well as representatives of other organisations and individuals engaged in managing emerging issues and risks.

The workshop will be a participatory event involving group sessions and the practical testing of elements of the proposed approach. The CEP and Milieu team will facilitate working sessions with experts to discuss and explore topics including: a systematic methodological framework for identifying emerging environmental risks; institutional roles and responsibilities; and options for trialling the approach.

CEP to run a brainstorming event on the development of a methodological framework for the identification of emerging environmental risks

As part of our work on the ongoing project to develop a methodological framework for the systematic identification of emerging risks to the environment for DG Environment of the European Commission, CEP together with our consortium partner Milieu Ltd are organising and facilitating a one-day brainstorming event.  The event will take place on Thursday 1st December 2016, in Brussels, and will bring together experts from across the European Commission.

The brainstorming will be a participatory event in which the CEP and Milieu team actively facilitate working sessions with experts, to discuss and explore topics including: the scope and characteristics of a potential European system for the identification of emerging environmental risks; and existing methods that could contribute to a systematic framework for identifying emerging environmental risks.
